Not so simple that in this country - USA, where 'Dina D'malchusah" is within the bounds of Halacha - that anyone is considered a moser if they report that one STOLED from the Govenment.

Dina D'malchusah in its true form may apply.
Especially if outright fraud is involved - as is usually the case.

Did not say or recommend that one go out of his way to inform the government - or any body else - that one is "stealing". Nevertheless you may NOT be able to classify him as a mosser.
