They'll comply immediately. Sure.
Simple solution. Have a lawyer file a class action suit against a few of these bands. After a few of them they will lower the volume
If the host hires the loudest band in order to blow out the bachoorim there can't be a suit. You have the choice of not showing up - and see who cares.
In Europe they mandate decibel sensors that cut the power when sound is to loud.
