The Mishnah Berurah in Pesach brings from the "Chasam Sofer" "if one doesn't have a trained individual with good eye sight-he should NOT eat vegetables that require checking"
e.g. Romain, brocolli, spinach, cauliflower, strawberries, etc

Some in the kashrus field are of the opinion that many if not most mashgichim & Rabonim aren't experts in insect checking. If it stares them in the eye they'll see it.
By Nikur, one must be trained & tested and become certified. Some are certified for the front quarter, some are certified for the hind quarter as well.
Why not by insect checking isn't there a system of certification to ascertain the level of expertise.
While we are at it, all mashgichim should be certified after testing as to their level of expertise.
We find that many mashgichim do not have the level of expertise required for their various assignments in hashgocha work.
