There was another Chizuk for Tzinius in Lakewood's Lake terrace adressed by the revered Mashgiach . The underlying cause seems not to be the noshim tzidkunios as much as the husbands.

Almost 20 years ago, the roshei yeshiva called down the menahelim of all the NY Bais Yaakovs to tell them they do not like the way that the new crop of kollel veiber are dressing.
The yungerleit who married them had to have seen how they were wearing tight clothing or worse during shidduchim. I myself went out with girls who did not dress according to halacha. Whenever they sat down, their dress would shoot up above the knee. My rebbeim were surprised and told me the foregone conclusion that I cannot date them a second time.
The yeshiva also stopped taking bochurim from the more modern yeshivos like Ner Yisroel and even further to the left. R' Malkiel told us in the Brisker chabura that the ikkur problem with them is the wives they brought to shtot dressed even more completely inappropriate as they were not from Bais Yaakovs.
the bais yaakov that had the biggest problem that bothered bmg was machon because the mostly hungarian parents who sent their daughters there were tolerating and in many cases pushing them to dress prust. take it from someone who was in the parsha in that tkufa that they were worse than the not yeshivish girls from prospect park

i know rav chaim schwartz shlita and can testify that he is a true tzadik and yorei shamayim and boki in kol hatorah kulo. the vhq is a prime hashgacha with very high standards and is respected by all besides one or two haters.
You are either Chaim Schwartz or you don't really KNOW Chaim Schwartz. Have you ever taken a close look at KVH & VHQ places, especially the VHQ places where they don't expect anyone to poke around? Not for a ben Torah or anyone else to eat from.
Avaddah! Rabbeinu Chaim Schwartz is only giving poshuttah shiurim in Kew Gardens because in his anovoh he doesn't want anyone to know about his bekius in Niglah & Nistar. He really should be giving shiurim on maseches Uktzin and the Maysah Merkavah. He might not be learning much lately but that is because of a hoyroas shaah that he has to be loichem against all you meshugoyim and apikorsim who dare find fault with the Queens Vaad.

They are always addressing the issue of tzinius in Lakewood and other towns. We are waiting for them to do Lawerence.
It seems that most Rabonim that address the tzinious issues missed the boat, the proble is the husbands not the women.
what does it mean the problem are the spouses
The caper that is sold as food is the Mediterranean type known as Capparis Spinosa.
It is mentioned in Koheles 12:5 and in the Mishnayos as הָאֲבִיּוֹנָה
It does have an infestation problem according to researchers at Purdue University.
